How would life in the ocean change if the area of all regions of upwelling decreases?

If the area of all regions of upwelling decreases then there will be a drastic reduction in the nutrien- rich upwell water that stimulate the growth and reproduction of primary producers, this will lead to reduction in the level of primary productivity and thus reduction in fishery production.
